The principle aim of the Department of Institutional Reform (DIR) is the reformation of Muslim institutions.
Within this article we explore the ambiguities of this objective and define it in a more certain manner. We also propose a strategy for the achievement of such objectives.

Aims and Objectives
The Department for Institutional Reform has one primary objective. The reformation of Muslim institutions.
However this objective needs to be defined more clearly. What do we mean by 'Muslim institutions'? How do we define reformation? Reform to what end? What do we need to do in order to achieve this?
Core Values
The core values of the Department of Institutions Reform are:

Muslim Institutions
When using this term we primarily mean Mosques. From an Islamic perspective the Mosque is the central Muslim institution. There are approximately 2000 in the United Kingdom and they are dispersed all over the country. Most Mosques are split along sectarian or national lines.
There is no central body that has overall control on this type of institution. Yet there are organisations that claim to have some form of hierarchical relationship with a large proportion of Mosques. Such organisations also need to be included in any reform agenda for Mosques but this should be done only to facilitate our ultimate objective of Mosque reform. If there is no clear way in which a relationship with a non-Mosque affiliated organisation can add value to the overall DIR objective, it is not to be pursued.
Reformation
The word reformation has previously been hijacked by "progressive" Muslims who use it in the context of a reformation of Islam. We have neither the intention or the will to reform Islam. Our use of the word is solely within the remit of Mosque and institutional reform.
The use of the word reform simply means the improvement of or change to a better ideal. In relation to Mosques the following section should give a detailed plan on what we consider to be the ideal Mosque.
